Both. Shibuya + TeamLab are lines 70% of time. Meiji at 7am, Tsukiji at 7am, Kichijoji at 6pm give you Tokyo empty. Go before 9am or after 10pm. Midday is line.
Is it insanely crowded?
Yes. 14M people, 37M metro, 20M visitors a year, 80% March-May + Oct-Nov. Train packed 8-9:30am and 6-8pm. Shibuya full by 10am Sat. Tuesday quieter than Saturday. Walk beats train in Shimokitazawa at 6pm.
Do I need a car in center?
No. Train 5am-12:18am, every 2-4 mins, ¥150-¥200 tap. Taxi ¥1,000-¥2,000 for 10 blocks after midnight. Parking ¥400-¥600 per hour. Bike rental ¥200/hr. Car only for Mt Fuji — 1h30 without traffic, 2h30 with.
